On February 5, 2021, Peter Daszak — president of EcoHealth Alliance and the man who directed more than $4 million in NIH grants to the Wuhan Institute of Virology — was scheduled to land at JFK Airport returning from China. Customs and Border Protection had him flagged. Their own targeting team had already classified him as "an extremely high person of interest." They were ready to sit him down.
The FBI told them to stand down.
Emails released Monday by Senate Homeland Security Chairman Rand Paul tell the story in plain bureaucratic English. A CBP Joint Terrorism Task Force Liaison circulated the directive on February 2: "Please be advised FBI New York requested we do not stop the subject." The National Targeting Center logged it just as plainly: "FBI requested not to stop subject. No further NTC action."
And that was that. The man at the center of the most consequential public health disaster in modern history walked through customs without a single federal agent getting to ask him a question.
The CBP files are clear about why they wanted to talk to him. "Much of the funding DASZAK receives is put towards gain of function research," read one internal email. Agents also knew Daszak had visited Wuhan twice in January 2021, that he had funneled grant money directly to lead WIV virologist Dr. Shi Zhengli, and that when NIH asked him to explain aspects of his collaboration with the lab, he called the requirements "outrageous" and indicated he did not intend to comply.
The FBI knew all of that too. They just didn't want anyone else acting on it.
The stakes behind that decision run deeper than the stand-down itself. A proposal submitted by EcoHealth — known as Project DEFUSE — described plans to engineer bat coronaviruses at the Wuhan lab. Public health officials, lawmakers, and scientists have since said it could have served as the "blueprint" for SARS-CoV-2. In drafts of that proposal, Daszak wrote that he would "downplay" WIV's involvement when seeking federal funding. What CBP wanted to ask Daszak about — his WIV contacts, the lab visits, the research concepts — was exactly that.
The concealment angle has since moved from allegation to federal court. A former Fauci adviser named David Morens was indicted by federal prosecutors for concealing and destroying records critical to understanding COVID's origins. Prosecutors identified two unindicted co-conspirators in the scheme. House subcommittee emails previously identified those co-conspirators as Daszak and Dr. Gerald Keusch of Boston University. Daszak has not been charged.
HHS banned EcoHealth from receiving federal funding for five years starting in January 2025 and barred the Wuhan Institute of Virology from US funding until 2033. EcoHealth fired Daszak. He's since resurfaced at something called Nature Health Global — a pandemic-prevention group in Rockland County that sounds exactly like what you'd name an organization if you wanted people to forget your connection to the last one.
The FBI never explained why Daszak shouldn't be questioned. No legal challenge. No claim of diplomatic immunity. A quiet internal request from FBI New York, relayed through channels, and it worked.
That's not an intelligence failure. That's an intelligence decision.
